China imposing border closure and stay-at-home orders due to COVID-19 cases

BEIJING : Officials in Dongxing city, Guangxi Zhuang Autonomous Region (GZAR), are imposing heightened restrictions from 08:00 Dec. 22 due to the detection of a local COVID-19 case. The curbs are applicable until further notice. Residents must stay at home except for emergencies and essential reasons; mass COVID-19 testing is underway. Authorities have suspended the operation of recreational venues, educational institutions, nonessential businesses, and public transport services. Facemasks are mandatory in public places. Exit and entry to the city are limited to cargo transit and essential personnel with special passes. Officials have also suspended customs clearance for cargo and passengers at Dongxing Port and closed the land border with Vietnam.

Authorities require outbound travelers to obtain permission from local authorities and carry a negative COVID-19 nucleic acid test result taken in the last 48 hours. Security deployment and closures are affecting most checkpoints along expressways to and from the city. Cargo and passenger transit to, within, and from Dongxing is likely to face processing delays and disruptions. Disruptions are possible at regional airports such as Beihai Fucheng Airport (BHY), mainly due to low demand or potential travel bans.

Additional measures are likely if there are new COVID-19 cases. Strict controls, such as stay-at-home orders and closure of nonessential businesses, may occur in adjacent locations. Several rounds of mass testing are almost certain in areas under stay-at-home orders. Other provincial and municipal governments may require individuals who have recently traveled to Dongxing city to undergo COVID-19 testing and/or mandatory institutional quarantine periods.

Dongxing is approximately 115 km (71 miles) northwest of Beihai.

Confirm appointments, travel reservations, and deliveries due to restrictions. Plan for shipping disruptions; seek alternative shipping methods for urgent items. Strictly heed the instructions of authorities. Remain cooperative if approached and questioned by law enforcement officers.
