WASHINGTON : India and the United States have taken a significant step in bolstering their defense relationship by signing two crucial agreements: the Security of Supplies Arrangement (SOSA) and a Memorandum of Understanding on the Assignment of Liaison Officers. These agreements are expected to greatly enhance the collaboration between the two nations.
The Role of SOSA in Industrial Collaboration
The Security of Supplies Arrangement (SOSA) is designed to deepen industrial ties between the US and India. According to defense officials, this arrangement will facilitate greater cooperation between the defense industries of both countries, paving the way for future joint ventures.
Expanding the Liaison Officer Agreement
In addition, the agreement on liaison officers builds on a previous decision where India assigned three colonels to key US military commands. These include the Indo-Pacific Command (INDOPACOM) in Hawaii, the Special Operations Command (SOCOM) in Florida, and the Combined Maritime Forces (CMF) in Bahrain. Consequently, this deployment strengthens strategic coordination between the two nations.
Boosting India’s Defense Exports through US Collaboration
Over the last decade, the US has emerged as India’s leading importer of defense subsystems. This partnership has significantly boosted India’s defense exports. Through SOSA, US companies will now have more opportunities to expand their operations in India, focusing on local manufacturing and procurement. However, it’s important to note that SOSA does not have legal binding.
Looking Ahead: The Reciprocal Defense Procurement Agreement
Looking forward, the signing of the Reciprocal Defense Procurement Agreement (RDP) will be a major milestone. The US has already signed RDPs with 28 other nations, promoting standardization and interoperability in defense equipment.

Under the terms of SOSA, the US will provide assurances to India through the Defense Priorities and Allocations System (DPAS). In response, Indian companies are encouraged to voluntarily prioritize US requests, demonstrating their reliability and commitment to defense supply chains.
