GANDHIDHAM : The Deendayal Port Trust held its Board Meeting No.3 of 2021-22 on 16/08/2021. The following trustees, apart from Shri Sanjay Mehta, IFS, Chairman, attended the meeting:-

2. Shri Nandheesh Shukla, IRTS, Dy. Chairman, DPT
3. Shri Subrat Mohapatara, IFS, Ministry of Environment, Forest & Climate Change
4. Shri DIG Rajesh Makwana, Rep. Coast Guard (Virtual)
5. Capt. Santosh Kumar Darokar, Rep. Mercantile Marine Department (MMD)
6. Shri L. Satyanarayan, Labour Trustee

The following important items, inter alia, were considered by the board:-

➢ Outsourcing of Vadinar Hospital for treatment of employees of Deendayal Port Trust,
CISF Personnel and CISF employees engaged by DPT and IOCL and their family
members as well as other persons as decided by DPT at Vadinar

➢ Approval of GFR-17 for “Residential Buildings at New Port Colony, New Kandla” to
declare assets obsolete and unserviceable.

➢ Construction of 14th and 16th berths for multipurpose cargo at Kandla – Additional piled
platform – for granting extension of time period due to impact of COVID Pandemic –
Reg.

➢ Transfer, Mortgage, Legal Mutations carried out by Gandhidham Township Land.

➢ Addendum – 2 to MOU, executed with the Social Forestry Division, Kachchh for
“Afforestation Project in Deendayal Port Trust Area for improving the greenery, increase
carbon sequestration and beat pollution” – Maintenance of Plantation (for the period
2021-22) – Reg.

➢ Approval of DPT conveyed to M/s.CETL alongwith Draft Addendum for change in
shareholding pattern proposed by M/s. CETL and to obtain authorization of Chief
Engineer to sign Addendum to the Concession Agreement in connection with the project
of “Development of Marine Liquid Terminal facilities consisting of SPM & two product
jetties in KPT waters at OOT Vadinar, Kandla Port on captive use basis” – Reg.

➢ Development of Container terminal at Tuna, Deendayal Port on BOT basis under PPP
Mode – Clarifications of queries raised by NITI Aayog & DOEA, MOF – Reg.

➢ Development of multipurpose cargo berth off Tuna Tekra outside Kandla creek at Kandla
on BOT basis – Clarifications of queries raised by NITI Aayog & DOEA, MoF – Reg.

➢ Works assigned on nomination basis to M/s.Gujarat Environment Management Institute,
Gandhinagar (An Autonomous Institute of Government of Gujarat) for obtaining EC &
CRZ Clearance for the project of “Construction of Multipurpose Cargo Berth No. 17 at
Deendayal Port Trust, Kandla – Reg.

➢ Development of oil jetty to handle liquid cargo and ship bunkering terminal at Old
Kandla on BOT basis.

➢ Extension of 2 Years time for construction of Plots of Gandhidham Township Allotted by
Deendayal Port Trust on Lease Basis.

➢ Continuance of the Expired Leases on payment of Single Compensation charges at SOR
rate of Gandhidham Township Land

➢ Development, Operation And Maintenance of Oil Jetties Nos. 9,10 & 11, for handling all
types of liquid cargo at Old Kandla, under PPP Mode, for a Concession period of 30 years

➢ Proposal for renewal of Insurance of Port properties of DPT for the year 2021 – 2022
Board Meeting was held in a very cordial atmosphere and the Port’s overall development
was the main focus of deliberations.

➢ Development of Oil Jetty to handle liquid cargo and ship bunkering terminal at Old
Kandla on BOT Basis – Outcome of the Meeting among DPT & M/s. Kandla Oil Terminal
Pvt. Ltd.

➢ Retrofitting of Cargo Berth No. 8 & 9 (Panel No. 66 to 76)” –Approval of Estimate &
DTPs – Reg.

➢ Action taken for the PPP work Development of Mechanized fertilizer & other clean cargo
handling facility on PPP mode at berth no. 14 at DPT – modified bidding documents
based on the letter of MoPSW – Reg.

➢ Waiver of Demurrage Charges accrued on cargoes lying inside the Port Area during non
weather working days, the period of cyclone threat ‘‘TAUKTAE’’ i.e. [1500 hrs] 16th to
[1700 hrs] 18th May, 2021’

➢ Recognition of Jamnagar Critical Care Centre, Jamnagar for all purposes.

➢ Revision of Market Rate and Scale of Rates of Salt Land of Deendayal Port Trust for the
period from 05.07.2020 to 04.07.2025.

➢ Revamping & up-gradation of fire water system and associated facilities at Oil Jetty
area, Kandla in DPT. – Approval of Block estimate Reg.

➢ Approval for provision of ROB in lieu of existing LC-1A at km 363.625 on NH-8A, KFTZKandla road in the State of Gujarat at an Estimated cost of Rs.74.44 crores.

➢ Development of Ro Ro / Ro Pax / Ferry Services at Hazira, Dahej, Ghogha, Pipavav,
Muldwarka, etc.

➢ Updation and revision of Recruitment Rules for the posts of Class – II, III and IV of all
Departments of Deendayal Port Trust

➢ Annual Administration Report of Deendayal Port Trust for the year 2
