HSL signs MoU with APMB to develop Greenfield Shipyard with a boost of India’s shipbuilding ability
VISAKHAPATNAM : Hindustan Shipyard Limited (HSL), a Defence Public Sector Undertaking under the Ministry of Defence, has signed a Memorandum of Understanding (MoU) with the Andhra Pradesh Maritime Board (APMB) to explore the development of a greenfield shipyard in the state. The MoU was formalised during the 30th CII Partnership Summit 2025 held in Visakhapatnam, signalling a major step forward in India’s shipbuilding and maritime ambitions.
The MoU was signed by Kiran Easankarala, Director (Finance & Commercial), HSL, and Abhishek Kumar, IAS, CEO, APMB, in the presence of Andhra Pradesh Chief Minister Shri Nara Chandrababu Naidu. The event was further honoured by the Vice President of India, CP Radhakrishnan, Governor of Andhra Pradesh Syed Abdul Nazeer, and Union Minister for Commerce & Industry Shri Piyush Goyal.
The participation of such eminent dignitaries underlined the strategic importance of this initiative for both the state and national maritime sector.
According to HSL, the collaboration aims to support the Government of India’s Maritime Amrit Kaal Vision 2047 by enhancing the country’s shipbuilding capabilities. The proposed greenfield shipyard in Andhra Pradesh is expected to :

Promote advanced vessel construction technology
Attract global collaborations and partnerships
Generate high-value employment opportunities
This initiative is designed to strengthen India’s maritime infrastructure while positioning the country as a key player in global shipbuilding.

The 30th CII Partnership Summit 2025 also witnessed participation from leaders across ports, infrastructure, aviation, manufacturing, healthcare, and retail sectors, reflecting strong private-sector interest in Andhra Pradesh’s maritime growth potential. HSL reaffirmed its commitment to strategic collaboration, technology innovation, and capacity expansion to bolster India’s maritime ecosystem in alignment with national objectives.
